The phenomenon was known even before the Greek and Roman times. In the 1982 Maritime Convention, piracy is internationally defined as a criminal act to which international law applies.
Although pirates are often depicted as robbers from times gone by, the phenomenon is still common today. Think of the Somali pirates who make the Gulf of Aden unsafe.
